सैकडों इमारतों पर मनपा का चलेगा बुल्डोजर,कैसे बनी इतनी इमारतें क्या अधिकारियों पर होगी कार्यवाई?
Bhiwandi - The Municipal Administration has decided to demolish hundreds of illegal buildings built under the Bhiwandi City Nizampur Municipal Corporation by using bulldozers. The Municipal Administration has taken this decision after Ashok Nagar resident social activist Parmeshwar Sampatrao Ambhore has made a sensational allegation and submitted a complaint letter to the State Human Rights Commission and Additional Chief Secretary. He has termed the rapid illegal skyscrapers being built in the Bhiwandi-Nizampur Municipal Corporation area as "administration's connivance" and "illegal extortion game". Ambhore has claimed in his complaint letter that in the last few years more than 385 illegal buildings have been built in the municipal area. He explained that 72 buildings in Division Committee No. 1, 41 buildings in Division Committee No. 2, 87 buildings in Division Committee 3, 106 buildings in Division Committee 4 and 79 buildings in Division Committee 5 have been constructed in just a few years. Apart from this, more than 150 new illegal buildings have been constructed in the last one year. He has accused the Municipal Commissioner, Additional Commissioner, Control Officer Assistant Commissioner and Bit Inspector of delaying action and providing protection. Recently, a hawker, Akbar Syed, died after being hit by a trolley falling from an illegal building under construction in Kaneri, Shastri Nagar, Division Committee No. 3. After this incident, the Human Rights Commission took suo moto action and reprimanded the responsible officials. Bhiwandi Municipal Corporation Commissioner Ajay Vaidya has promised to take action against illegal constructions within three months. He has directed all the concerned officials to investigate the illegal buildings and submit the report within seven days. The commissioner warned that FIR will be lodged against the officials who deliberately delay the matter. However, the citizens of the city have raised questions whether this "new game" is a way of extorting more money under the pretext of protecting illegal buildings? Citizens and social activists say that the corporation officials and division officers have been earning illegal money worth crores by protecting illegal constructions for years.

भिवंडी – भिवंडी शहर निजामपुर महानगर पालिका के अंतर्गत बने सैकडों अवैध इमारतों पर मनपा प्रशासन व्दारा बुल्डोजर चलाकर जमिंदोज करने का निर्णय लिया है। मनपा प्रशासन ने यह निर्णय अशोक नगर निवासी सामाजिक कार्यकर्ता परमेश्वर संपतराव अंभोरे ने एक सनसनीखेज आरोप लगाते हुए राज्य के मानवाधिकार आयोग और अतिरिक्त मुख्य सचिव को शिकायत पत्र सौंपा है। उन्होंने भिवंडी-निजामपुर नगर निगम क्षेत्र में तेजी से बन रहीं गगनचुंबी अवैध इमारतों को “प्रशासन की मिलीभगत” और “अवैध वसूली का खेल” करार दिया है।
अंभोरे ने अपने शिकायत पत्र में दावा किया है कि पिछले कुछ वर्षों में पालिका क्षेत्र में ३८५ से अधिक अवैध इमारतें खड़ी हो चुकी हैं। उन्होंने विस्तार से बताया कि प्रभाग समिति क्रमांक १ में ७२ इमारतें, प्रभाग समिति क्रमांक २ में ४१ इमारतें प्रभाग समिति ३ मे ८७ इमारतें,प्रभाग समिति ४ मे १०६ इमारतें और प्रभाग समिति ५ में ७९ इमारतें मात्र कुछ वर्षों में बनकर तैयार हो चुकी है। इसके अलावा, बीते एक साल में ही १५० से अधिक नई अवैध इमारतों का निर्माण हुआ है। उन्होंने निगम आयुक्त, अतिरिक्त आयुक्त, नियंत्रण अधिकारी सहायक आयुक्त और बिट निरीक्षक पर कार्रवाई में देरी और संरक्षण देने के आरोप लगाए है।हाल ही में प्रभाग समिति क्रमांक ३ के कणेरी, शास्त्री नगर में निर्माणाधीन अवैध इमारत से गिरी टाली की चपेट में आने से एक फेरीवाले, अकबर सैय्यद की मौत हो गई थी। इस घटना के बाद मानवाधिकार आयोग ने सुमोटो कार्रवाई करते हुए जिम्मेदार अधिकारियों को आड़े हाथ लिया था। भिवंडी नगर निगम आयुक्त अजय वैद्य ने अवैध निर्माणों के खिलाफ तीन महीने के भीतर कार्रवाई का वादा किया है। उन्होंने सभी संबंधित अधिकारियों को अवैध इमारतों की जांच कर रिपोर्ट सात दिनों के भीतर प्रस्तुत करने का निर्देश दिया है.आयुक्त ने चेतावनी दी कि जानबूझकर देरी करने वाले अधिकारियों के खिलाफ एफआईआर दर्ज की जाएगी। हालांकि, शहर के नागरिकों ने सवाल उठाए हैं कि क्या यह “नया खेला” अवैध इमारतों के संरक्षण के बहाने अधिक वसूली का तरीका है ?.नागरिकों और सामाजिक कार्यकर्ताओं का कहना है कि निगम के अधिकारी और प्रभाग अधिकारी वर्षों से अवैध निर्माणों का संरक्षण कर करोड़ों की अवैध कमाई कर रहे हैं। अब यह खेल इतना बड़ा हो चुका है कि अधिकारी अपने क्षेत्र के अलावा दूसरे क्षेत्रों में भी संरक्षण की “सुपारी” लेने लगे है।परमेश्वर अंभोरे द्वारा ५३६अवैध इमारतों पर कार्रवाई की मांग की गई है, लेकिन नागरिक इसे “नाटक” करार दे रहे हैं। लोगों का कहना है कि यदि प्रशासन सच में ईमानदार है तो सभी अवैध निर्माणों पर तुरंत बुलडोजर चलना चाहिए। क्या भिवंडी की अवैध इमारतों पर प्रशासन की “हथौड़ा नीति” चलेगी या यह सिर्फ एक और दिखावा होगा? यह सवाल अब हर जागरूक नागरिक के मन में है।
