शीतकालीन सत्र आज से शुरू, वक्फ बिल और मणिपुर मुद्दे पर चर्चा की उम्मीद
New Delhi: The winter session of Parliament is starting from Monday. Many issues are expected to be discussed during this time. A total of 16 Bills, including the Waqf Research Bill, have been listed for introduction in Parliament. Notably, the Waqf Bill has been listed for consideration and passage after the Joint Committee of both Houses submits its report to the Lok Sabha. Lok Sabha members participating in the winter session of Parliament starting from Monday will have the option to register their attendance using a digital pen on the electronic tab. As part of Speaker Om Birla's initiative to make Parliament paperless, electronic tabs have been placed on four counters in the lobby of the Lok Sabha chamber. At the same time, Congress Rajya Sabha MP Ranjit Ranjan has written to the General Secretary of the Rajya Sabha and demanded a short-term discussion on the increasing air pollution in Delhi. In his letter written on November 22, it is written, "Rules of procedure and conduct of business in the Rajya Sabha Under Rule 176, I hereby give notice of my intention to hold a brief discussion on the following matters of immediate public importance.", The letter said, "Urban pollution is not a recent issue, but has been a concern for more than three decades. Concerns about India's air pollution are in the headlines every winter as the country's residents, especially National Capital Region struggles to breathe clean air and suffer from respiratory diseases. Urgent steps should be taken to curb pollution in the country," Central Parliamentary Affairs said after the all-party meeting on Sunday. Minister Kiren Rijiju while calling for a peaceful session of Parliament said that the central government is ready to discuss any issue. Our only request is that the House runs smoothly and there is no ruckus. Every member wants to participate in the discussion, but the House should run well. The cooperation and partnership of all is necessary to run the winter session well. The TDP MPs have demanded that all important issues related to Andhra Pradesh be discussed in Parliament. CPI (M) Rajya Sabha MP John Brittas has given a zero hour notice and has demanded special financial assistance from the central government for Kerala's Wayanad landslide victims. The Parliament session will begin on November 25 and end on December 20. A program will be held in the Central Hall of the Old Parliament House on the occasion of the 75th anniversary of the adoption of the Constitution.
नई दिल्ली:। संसद का शीतकालीन सत्र सोमवार से शुरू हो रहा है। इस दौरान कई मुद्दे पर चर्चा होने की उम्मीद हैं। वक्फ संशोधन विधेयक समेत कुल 16 विधेयक संसद में पेश करने के लिए सूचीबद्ध किया गए हैं।खास बात यह है कि दोनों सदनों की संयुक्त समिति द्वारा लोकसभा को अपनी रिपोर्ट सौंपे जाने के बाद वक्फ विधेयक को विचार और पारित करने के लिए सूचीबद्ध किया गया है।सोमवार से शुरू हो रहे संसद के शीतकालीन सत्र में भाग लेने वाले लोकसभा सदस्यों के पास इलेक्ट्रॉनिक टैब पर डिजिटल पेन का उपयोग करके अपनी उपस्थिति दर्ज कराने का विकल्प होगा। संसद को कागज रहित बनाने की अध्यक्ष ओम बिरला की पहल के तहत लोकसभा कक्ष की लॉबी में चार काउंटरों पर इलेक्ट्रॉनिक टैब रखे गए हैं।कांग्रेस पार्टी मणिपुर हिंसा और वक्फ का मुद्दा सदन में उठा सकती है। वहीं कांग्रेस के राज्यसभा सांसद रंजीत रंजन ने राज्यसभा के महासचिव को पत्र लिखकर दिल्ली में बढ़ते वायु प्रदूषण पर अल्पकालिक चर्चा की मांग की है।उनकी ओर से 22 नवंबर को लिखे गए पत्र में लिखा है, “राज्यसभा में प्रक्रिया और व्यवसाय के संचालन के नियमों के नियम 176 के तहत, मैं तत्काल सार्वजनिक महत्व के निम्नलिखित मामले पर अल्पकालिक चर्चा करने के अपने इरादे की सूचना देता हूं।”
पत्र में कहा गया है, “शहर का प्रदूषण कोई हालिया मुद्दा नहीं है, बल्कि तीन दशकों से अधिक समय से चिंता का विषय रहा है। भारत के वायु प्रदूषण के बारे में चिंताएं हर सर्दियों में सुर्खियों में रहती हैं क्योंकि देश के निवासी, विशेष रूप से राष्ट्रीय राजधानी क्षेत्र दिल्ली में स्वच्छ हवा में सांस लेने के लिए संघर्ष करते हैं और श्वसन रोगों का शिकार होते हैं। देश से प्रदूषण को रोकने के लिए तत्काल कड़े कदम उठाए जाने चाहिए।”,रविवार को सर्वदलीय बैठक के बाद केंद्रीय संसदीय कार्य मंत्री किरेन रिजिजू ने संसद के शांतिपूर्ण सत्र का आह्वान करते हुए कहा कि केंद्र सरकार किसी भी विषय पर चर्चा के लिए तैयार है। हमारा एकमात्र अनुरोध है कि सदन अच्छे से चले और कोई हंगामा न हो। हर सदस्य चर्चा में भाग लेना चाहता है, लेकिन सदन अच्छे से चलना चाहिए। शीतकालीन सत्र को अच्छे से चलाने के लिए सभी का सहयोग और सभी की भागीदारी जरूरी है।वहीं टीडीपी सांसदों ने आंध्र प्रदेश से संबंधित सभी महत्वपूर्ण मुद्दों पर संसद में चर्चा की मांग की है। सीपीआई (एम) के राज्यसभा सांसद जॉन ब्रिटास ने शून्यकाल नोटिस दिया है और केरल के वायनाड भूस्खलन पीड़ितों के लिए केंद्र सरकार से विशेष वित्तीय सहायता की मांग की है।संसद सत्र 25 नवंबर से शुरू होकर 20 दिसंबर को समाप्त होगा। संविधान को अपनाने की 75वीं वर्षगांठ के अवसर पर पुराने संसद भवन के सेंट्रल हॉल में एक कार्यक्रम आयोजित किया जाएगा।
