संसद में आज: केंद्रीय मंत्री आपदा प्रबंधन संशोधन( विधेयक) 2024 लोकसभा में करेंगे 

Nai Delhi: केंद्रीय गृह मंत्री अमित शाह बुधवार को लोकसभा में आपदा प्रबंधन (संशोधन) विधेयक, 2024 पेश करेंगे और राज्यसभा में विदेश मंत्री एस. जयशंकर भारत-चीन संबंधों में हालिया घटनाक्रम पर बयान देंगे।विधेयक का उद्देश्य आपदा प्रबंधन अधिनियम, 2005 में संशोधन करना है। गृह मंत्री प्रस्ताव आपदा प्रबंधन अधिनियम, 2005 में संशोधन करने वाले विधेयक पर विचार करने के लिए पेश करेंगे। कोशिश यही है कि इसके जरिए भूमिकाओं में अधिक स्पष्टता आए और राष्ट्रीय और राज्य स्तर पर अधिकारियों को सशक्त बनाया जा सके।विधेयक को 1 अगस्त को लोकसभा में पेश किया गया था और यह मौजूदा अधिनियम में संशोधन करने का प्रयास करता है, जिसे मूल रूप से संस्थागत तंत्र, आपदा प्रबंधन योजनाएं और आपदा प्रभावों को रोकने और कम करने के लिए रणनीतियां बनाकर भारत में आपदाओं के प्रभावी प्रबंधन को सुनिश्चित करने के लिए अधिनियमित किया गया था।वहीं, रेल मंत्री अश्विनी वैष्णव रेलवे (संशोधन) विधेयक, 2024 पेश करेंगे। विधेयक का उद्देश्य रेलवे बोर्ड की शक्तियों को बढ़ाने और परिचालन दक्षता में सुधार करने के लिए रेलवे अधिनियम 1989 में संशोधन करना है।विधेयक के प्रमुख प्रावधानों में भारतीय रेलवे बोर्ड अधिनियम, 1905 को रेलवे अधिनियम, 1989 में एकीकृत करना शामिल है। यह कदम भारतीय रेलवे बोर्ड अधिनियम, 1905 को निरस्त करके और इसके प्रावधानों को रेलवे अधिनियम में शामिल करके भारतीय रेलवे को नियंत्रित करने वाले कानूनी ढांचे को सरल बनाने का प्रयास करता है। इन बदलावों का उद्देश्य रेलवे बोर्ड के गठन और संरचना को सुव्यवस्थित करना है, जिससे रेलवे संचालन की समग्र दक्षता को बढ़ावा मिलेगा।केंद्रीय मंत्री राव इंद्रजीत सिंह वित्त संबंधी स्थायी समिति के बारे में बयान देंगे।कोयला, खान और इस्पात संबंधी स्थायी समिति की रिपोर्ट सदस्य अनुराग सिंह ठाकुर और मन्ना लाल रावत द्वारा प्रस्तुत की जाएगी।बयानों और प्रश्नकाल के अलावा, 10 मंत्रियों द्वारा विभिन्न विषयों पर अपने मंत्रालयों से संबंधित पत्र पटल पर रखे जाएंगे।राज्यसभा में, विदेश मंत्री एस. जयशंकर “चीन के साथ भारत के संबंधों में हाल के घटनाक्रमों” पर एक बयान देंगे। मंत्री ने मंगलवार को लोकसभा में भी इसी तरह का बयान दिया था।Union Home Minister Amit Shah will introduce the Disaster Management (Amendment) Bill, 2024 in the Lok Sabha on Wednesday and in the Rajya Sabha, External Affairs Minister S. Jaishankar will make a statement on recent developments in India-China relations. The bill aims to amend the Disaster Management Act, 2005. The Home Minister will move the proposal for consideration of the Bill to amend the Disaster Management Act, 2005. The effort is to bring more clarity in the roles and empower officials at the national and state levels. The Bill was introduced in the Lok Sabha on August 1 and seeks to amend the existing Act, which was originally enacted to ensure effective management of disasters in India by creating institutional mechanisms, disaster management plans and strategies to prevent and mitigate disaster impacts. At the same time, Railway Minister Ashwini Vaishnav will introduce the Railways (Amendment) Bill, 2024. The Bill aims to amend the Railways Act, 1989 to enhance the powers of the Railway Board and improve operational efficiency.The key provisions of the Bill include integrating the Indian Railway Board Act, 1905 into the Railways Act, 1989. The move seeks to simplify the legal framework governing the Indian Railways by repealing the Indian Railway Board Act, 1905 and incorporating its provisions into the Railways Act. These changes are aimed at streamlining the formation and structure of the Railway Board, thereby promoting the overall efficiency of railway operations.Union Minister Rao Inderjit Singh will make a statement on the Standing Committee on Finance.The report of the Standing Committee on Coal, Mines and Steel will be presented by members Anurag Singh Thakur and Manna Lal Rawat.Apart from statements and Question Hour, papers related to their ministries on various subjects will be laid on the table by 10 ministers.In the Rajya Sabha, External Affairs Minister S. Jaishankar will make a statement on “recent developments in India’s relations with China”. The minister had made a similar statement in the Lok Sabha on Tuesday.

उन्होंने कहा था कि पूर्वी लद्दाख में वास्तविक नियंत्रण रेखा (एलएसी) पर सफल विघटन समझौते के बाद भारत और चीन के बीच द्विपक्षीय संबंध कुछ सुधार की ओर अग्रसर हैं।उन्होंने कहा था “हमारे (भारत-चीन) संबंध 2020 से असामान्य हैं जब चीनी कार्रवाइयों के कारण सीमावर्ती क्षेत्रों में शांति और शांति भंग हुई थी। “हाल के घटनाक्रमों से पता चलता है कि तब से हमारे बीच लगातार कूटनीतिक संबंध रहे हैं, जिससे हमारे संबंधों में कुछ सुधार की दिशा में प्रगति हुई है।”,विदेश मंत्री ने दोहराया कि भारत-चीन संबंधों में सामान्यतः आपसी संवेदनशीलता, सम्मान और हितों पर निर्भर करती है।केंद्रीय मंत्री पीयूष गोयल बॉयलर्स विधेयक, 2024 भी पेश करेंगे, जिसमें बॉयलरों के विनियमन, स्टीम-बॉयलरों के विस्फोट के खतरे से लोगों के जीवन और संपत्ति की सुरक्षा और देश में बॉयलरों के निर्माण, स्थापना और उपयोग के दौरान पंजीकरण और निरीक्षण में एकरूपता प्रदान करने का प्रावधान है।He had said that bilateral relations between India and China are moving towards some improvement after the successful disengagement agreement on the Line of Actual Control (LAC) in eastern Ladakh. “Our (India-China) relations have been abnormal since 2020 when peace and tranquility were disturbed in the border areas due to Chinese actions,” he had said. “Recent developments show that since then we have had continuous diplomatic engagement, which has made progress towards some improvement in our relations.” The External Affairs Minister reiterated that India-China relations generally depend on mutual sensitivity, respect and interests. Union Minister Piyush Goyal will also introduce the Boilers Bill, 2024, which provides for regulation of boilers, protection of life and property of people from the hazard of explosion of steam-boilers and uniformity in registration and inspection during manufacture, installation and use of boilers in the country.
