Bhiwandi - Due to the negligence of the concerned officials of the Bhiwandi Municipal Corporation administration, the business of banned single-use plastic is flourishing rapidly. On one hand, the central government and the state government are spending crores of rupees to save the environment. On the other hand, banned plastic bags are being sold openly in bulk. From fruit and vegetable vendors to shopkeepers, everyone is using it. Now the question arises whether the municipal administration is deliberately playing the game of 'kacha papad pakka papad'? So that people remain entangled in it and they get a new means of cutting their pockets. Bhiwandi City Nizampur Municipal Corporation has given the contract to a private company named M/s Rehan Enterprises to take action against single-use plastic. According to the agreement, 60% of the fine collected goes to the municipality and 40% to the contractor. But sources claim that this contract has become a den of corruption. The contractor's employees collect huge amounts in the name of fines and fill their own pockets. When the negligence of the municipality and the contractor crossed all limits, the matter reached the welfare department of Maharashtra Pollution Control Board (MPCB). The board's team raided a shop in Bhiwandi Talkies area of Mandai Bazaar and seized tons of banned plastic. This action was taken at a time when the Municipal Corporation administration and the contractor were claiming to protect the environment on paper. The surprising thing is that after the action of MPCB, the employees of the Municipal Corporation's environment department reached the spot and got photographs taken to show their presence. According to sources, this entire drama was done only to pat their own backs, while all the credit goes to MPCB. If the citizens are to be believed, the business of banned plastic is growing by leaps and bounds in the city under the nose of the Municipal Administration. Despite complaints, instead of taking action, the contractor and Municipal employees have become a part of this illegal business. Banned plastic bags are easily available in fruit and vegetable markets, shops and warehouses. This entire episode has raised questions.

भिवंडी – भिवंडी मनपा प्रशासन के संबधित अधिकारियों की लापरवाही के कारण प्रतिबंधित सिंगल यूज प्लास्टिक का कारोबार तेजी से फल-फूल रहा है। एक तरफ केंन्द सरकार,व राज्य सरकार पर्यावरण बचाने के लिऐ करोंडो़ रुपया खर्च कर रही है। वहीं पर प्रतिबंधित प्लास्टिक थैलियां खुलेआम थोक में बिक रही है। फल-सब्जी विक्रेताओं से लेकर दुकानदारों तक, हर कोई इसका इस्तेमाल कर रहे है। अब सवाल यह है उठता है कि क्या पालिका प्रशासन कच्चा पापड़ पक्का पापड़ का खेल जान बूझकर खेल रही है? ताकी लोग इसमें उलझे रहें और जेब काटने का नया साधन मिल जायेगा।
भिवंडीशहर निजामपुर महानगर पालिका ने सिंगल यूज प्लास्टिक पर कार्रवाई के लिए मैसर्स रेहान इंटरप्राइजेज नाम की निजी कंपनी को ठेका दिया है। समझौते के मुताबिक, वसूले गए जुर्माने का ६०% हिस्सा पालिका को और ४०% ठेकेदार को मिलता है। लेकिन सूत्रों का दावा है कि यह ठेका भ्रष्टाचार का अड्डा बन चुका है। ठेकेदार के कर्मचारी जुर्माने के नाम पर मोटी रकम वसूलते है और खुद की जेबें भरते है। जब पालिका और ठेकेदार की लापरवाही की हदें पार हो गईं, तो यह मामला महाराष्ट्र प्रदूषण नियंत्रण मंडल (MPCB) के कल्याण विभाग तक पहुंचा। मंडल की टीम ने मंडाई बाजार के भिवंडी टाकीज क्षेत्र में एक दुकान पर छापा मारा और टनों प्रतिबंधित प्लास्टिक जब्त कर लिया है। यह कार्रवाई उस वक्त हुई, जब महानगर पालिका प्रशासन और ठेकेदार कागजों में पर्यावरण की रक्षा का दावा कर रहे थे। हैरानी की बात यह है कि MPCB की कार्रवाई के बाद पालिका के पर्यावरण विभाग के कर्मचारी मौके पर पहुंचे और अपनी मौजूदगी दिखाने के लिए फोटोग्राफी कराई। सूत्रों के मुताबिक, यह पूरा तमाशा सिर्फ खुद की पीठ थपथपाने के लिए किया गया, जबकि सारा श्रेय MPCB को जाता है।
नागरिकों की माने तो पालिक प्रशासन की नाक तले शहर में प्रतिबंधित प्लास्टिक का कारोबार दिन-दूनी रात-चौगुनी तरक्की कर रहा है। शिकायतों के बावजूद ठेकेदार और पालिका कर्मचारी कार्रवाई करने के बजाय इस अवैध धंधे का हिस्सा बन चुके हैं। फल-सब्जी बाजार, दुकानों और गोदामों में प्रतिबंधित प्लास्टिक के थैले आसानी से उपलब्ध हैं। इस पूरे प्रकरण ने सवाल खड़े कर दिए हैं। क्या पालिका प्रशासन और ठेकेदार जानबूझकर इस गोरखधंधे को संरक्षण दे रहे हैं ? या फिर यह भ्रष्टाचार का एक सुनियोजित मॉडल है, जिसमें सभी की चांदी हो रही है ? भष्ट्राचार और लापरवाही ने भिवंडी में सिंगल युज प्लास्टिक पर लगे प्रतिबंध को मजाक बना दिया है। अगर प्रशासन ने जल्द कदम नहीं उठाया तो यह समस्या गंभीर पर्यावरणीय संकट का रूप ले सकती है।
